About the Role
The land transport revenue system is under pressure, and the Government has committed to explore a range of new revenue and financing tools to support sustainable investment in improving the transport system.
As Director, you will lead the Ministry of Transport’s Revenue programme, which will transform how land transport revenue is collected and used. The Programme currently includes three substantive areas of work:
- Transitioning all light vehicles to Road User Charges: The Ministry, working in close collaboration with the NZTA, is exploring options to transition all petrol vehicles into the RUC system from as early as 2027. Once implemented, this will see New Zealand be one of the first countries in the world to have all vehicles using a single, non-fuel based, road charging system. In overseeing the reform you will support the team in ensuring strong strategic policy direction and influencing Ministers and key stakeholders.
- Tolling and Time of Use Charging. The Government has announced it will enable the use of time of use (congestion) charging schemes, and to make policy changes enabling greater use of tolling in New Zealand. You will oversee the passage of legislation through the House in 2025 to deliver these changes.
- Funding Review Programme: The Ministry works in collaboration with its transport Crown entities to progress a programme of funding reviews, ensuring that fees and charges are appropriate to cover costs and outcomes delivered by Crown Entities represent good value for money. You will oversee the programme and support the team in maintaining effective relationships with the Crown entities.
While the programme is well underway, there is significant scope to influence and shape the policy direction, ensuring New Zealand has a fit for purpose revenue system for decades to come.
The role has 4 direct reports, and responsibility for approximately 20 staff in total.

About the opportunity | Ngā whakamārama mō te tūnga
The Performance and Governance Group is responsible for ensuring the Ministry’s operations are aligned to our strategic priorities and delivered in an efficient and transparent way.
As a Director within the Group, in addition to leading the Revenue programme, your responsibilities include:
- Partnering with the Chief of Staff and the group’s managers to set and drive the strategic agenda at portfolio and cross portfolio levels
- Partnering with the Chief of Staff and the group’s managers in creating and supporting the environment for teams to work within, including building and maintain strategic stakeholder relationships
- Aligning work programmes across the group making linkages where appropriate across the wider Ministry
- Influencing senior stakeholders, bringing them together to ensure linkages of broader transport issues
- Enhancing the overall capability of the Ministry through guiding and mentoring policy managers and advisers.
What you’ll bring | Te wāhi ki a koe
- Proven senior leadership experience and the understanding of the machinery of government, including fiscal management approaches and how they affect the Transport sector
- Experience in leading reform, ideally comprising policy development through to implementation
- Extensive policy and/or systems development and leadership experience, with the ability to advocate, influence and articulate advice to Ministers, sector stakeholders and internal Ministry teams (in particular our policy groups)
- Experience leading complex system responsibilities
- Strong relationship building and stakeholder management skills
- Excellent people leadership and management capability, including the ability to support, engage and motivate high-performing teams to meet ambitious goals.
Salary range | Whānuitanga Utu ā-Tau
The base salary band for this position is $196,028 – $216,764 per annum (+ KiwiSaver). The salary offered will reflect skills and experience and the Ministry’s salary relativities.
