Transport, Te Manatū Waka is the system leader for the transport
sector whether it’s on land, at sea, in the air, or connecting Aotearoa to
the world. We work in partnership with a number of transport agencies to help
keep the transport system moving and are the government’s principal adviser on
transport policy, regulation and investment. We play a crucial role in ensuring
the transport system is working to improve the prosperity for New Zealanders.

About the opportunity | Ngā whakamārama mō te tūnga
The Investment team provides advice and maintains oversight of the direction and performance of the transport investment system. The job is fast paced, interesting and varied, ranging from leading the development of the annual transport Budget, developing and managing the Government Policy Statement (GPS) on Land Transport, to providing advice on specific transport projects and investments.
We are looking for a new policy adviser to join our investment team. In this role you maybe involved in:
- Supporting the development, implementation, and management of the GPS. This is a high-profile programme that guides over $20 billion of investment into the land transport system every three years.
- Supporting the development, implementation, and management of the transport Budget process. Equally high profile, this work considers the value of approximately $6-7 billion of investment per annum into the transport system.
- Supporting the development of a programme of work on a future investment system and how this can improve the way we invest in New Zealand’s transport system.
- Providing
authoritative investment guidance and advice to decision makers on major
transport projects and programmes.
Based on the work or support that may be required, this position is Wellington based only.
What you’ll bring | Te wāhi ki a koe
You will have knowledge of policy and investment advice; however, we are
open to all levels of experience. You may be early on in your policy career or
a seasoned adviser - for more detailed information on the criteria and
expectations for our policy adviser levels, please refer to the attached job
description.
Ideally, you will bring:
- Experience in contributing to policy development.
- Experience in applying project management practices and principles.
- Experience in writing ministerial correspondence and briefings as well as interpreting legislation.
- Experience in building and maintaining effective working relationships.
- Proficient numerical and financial ability, experience and demonstrated capability in applying analytical concepts.
- Proficient writing skills, experience and demonstrated capability in communicating effectively to diverse audiences.
- Proficient analytical skills, experience and demonstrated capability in using analytical frameworks, including non-financial concepts.
- A
relevant tertiary qualification.
This is an excellent opportunity to draw on your previous experience to contribute to our mahi and have a positive impact on the wider Ministry and across Aotearoa. Previous central government experience in a similar environment is highly desirable.
Salary range | Whānuitanga Utu ā-Tau
The base salary for this position is $69,507 - $120,504 per annum (+ KiwiSaver). The salary offered will reflect skills and experience.
